I found this documentary very interesting. The scientific consensus seems to be that it's mostly biological and that there is basically nothing modern science or modern psychology can do to treat these people. It's actually a physical, measurable difference in the brain.
You have to take this into account in dealing with these people and understanding them and how they work. Some politicians are psychopaths. They have zero remorse and zero empathy, that's just the biological reality of their brain.
